The way Freeze Pane is supposed to work. You choose Row or Column you want frozen and that row or column is locked.
All other Row or Columns are adjustable. This is supposed to be so while scrolling document up or down, or right or left the Row or Column headers you create, remain visible. If unfrozen entire document scrolls including Header information. Now if entire document is frozen and nothing moves that is a New Bug. Previous bug was it didn't work period. Don't panic, your Excel is not broken. You have just accidentally turned Scroll Lock on, and this can be easily fixed. What is Scroll Lock in Excel? Scroll Lock is the feature that controls the behavior of the arrow keys in Excel.
Usually, when the Scroll Lock is disabled, arrow keys move you between individual cells in any direction: up, down, left or right.
